Legalize it?

Whilst procrastinating, I read Andrew Sullivan's blog and he had a posting about Marijuana.

The fact of the matter is Marijuana arrests (overwhelmingly for possession not distribution) are clogging up our prison systems and costing us all money.
Arrests totaled 829,627, an increase from 786,545 in 2005. Similar to previous years, 738,916 or 89 percent were for possession, not sale or manufacture, and marijuana possession arrests again exceeded arrests for all violent crimes combined.


OK. So on a practical level recreational marijuana should be legal. On a moral level it should also be legal (if alcohol and caffeine are legal). But I can still understand the arguments behind making it illegal. After all weed is a drug. What I CANNOT understand are the arguments (or lack of arguments) behind making medical marijuana illegal.
